Speech by Mr. Youssef Amrani, Secretary General of the Union for the Mediterranean, at the Conference in support of the New Libya

First, allow me to extend my gratitude to President SARKOZY and Prime Minister CAMERON for inviting the Secretariat of the Union for the Mediterranean to this very important event and giving a room for my intervention.

We are living a historical decisive moment in the reconstruction of a democratic, peaceful, stable and prosperous Euro-Mediterranean region. This is the meaning of the Union for the Mediterranean, which is based on strong clear principles: equality, co-ownership among all countries of South and North, variable geometry, promotion and assistance in project financing and concrete regional partnership.

I hope, as President Zapatero adhered, that Libya takes its position and space internationally, and within the Union for the Mediterranean. The major two challenges for this to become a reality are; to assist in rebuilding Libya, and in guaranteeing its full integration in the Euro Mediterranean region. The process of this recovery begins with; the restoration of public order and the rule of law, national reconciliation, and the establishment of a democratic regime. It also involves the socio-economic development and involvement of all stakeholders in the national reconstruction effort.

The full integration of Libya in the whole Mediterranean region is of course, a requirement imposed by its privileged geographical position in the Maghreb, as well as southern and
central Mediterranean. Libya can be a decisive player in the major Mediterranean networks of energy and transport.

The Secretariat of the Mediterranean Union is determined to make a useful contribution to achieve these goals, at a time where the European Union revisits its neighbourhood policy. The secretariat is able to act as a cultural bridge between the two shores of the Mediterranean. Therefore, my team and I are available for the Libyan authorities, in order to accompany and support them in their efforts to build sovereign rule of law in a stable and prosperous Mediterranean.

Je tiens tout d’abord à remercier M. le Président SARKOZY et M. le Premier Ministre Cameron d’avoir invité le Secrétariat de l’Union pour la Méditerranée à ce très important événement et de me permettre de m’exprimer à cette occasion.

Nous vivons actuellement un moment historique décisif, dans la construction d’un espace Euro- Méditerranéen démocratique, apaisé, stable et prospère. C’est tout le sens de l’Union pour la Méditerranée qui est fondée sur des principes forts et clairs : égalité, co-appropriation entre les pays du Sud et du Nord, géométrie variable, promotion et assistance au financement de projets et de partenariat régionaux concrets.

La Libye doit prendre toute sa place dans cet espace et au sein de l’Union pour la Méditerranée à laquelle je souhaite, tout comme le président Zapatero, qu’elle adhère le plus rapidement possible.

Nous faisons face à deux grands défis : aider la Libye à se reconstruire et l´intégrer pleinement dans la région euro-méditerranéenne.

La reconstruction passe par la restauration de l’ordre public et de l’État de droit, la réconciliation nationale, l’instauration d’un régime démocratique. Elle implique aussi le développement socio- économique, et l´implication de tous les acteurs dans la reconstruction nationale.

La pleine intégration de la Libye à l’ensemble de la région méditerranéenne est une exigence naturellement posée par sa situation géographique privilégiée dans le Maghreb, ainsi qu’au sud et au centre de la Méditerranée. La Libye peut être un acteur décisif dans les grands réseaux méditerranéens d’énergie et de transports.

Le Secrétariat de l’Union pour la Méditerranée est déterminé á apporter une contribution utile pour atteindre ces objectifs, au moment même ou l’Union européenne revisite sa politique de voisinage. Il est à même de jouer un rôle de passerelle culturelle entre les deux rives de la Méditerranée.

Je me tiens donc, ainsi que mon équipe, à la disposition des autorités libyennes afin de les accompagner, et de les soutenir, dans leur démarche souveraine en vue de construire un État de droit dans un espace méditerranéen stable et prospère.

Ante todo, dejen que exprese mi gratitud al Presidente Sarkozy y al Primer Ministro Cameron por invitar al Secretariado de la Unión por el Mediterráneo a este acto tan importante y así poder expresar mi posición.

Estamos viviendo un momento histórico decisivo en la reconstrucción de un espacio euro- mediterráneo democrático, pacífico, estable y próspero. Éste es el significado de la Unión por el Mediterráneo, fundada y basada en unos principios claros y contundentes: igualdad, copropiedad entre los países del sur y del norte, geometría variable, promoción y asistencia a la financiación de proyectos y cooperación regional.

Libia debe ocupar su lugar en este espacio y también en el seno de la Unión por el Mediterráneo, a la que deseo, como ha comunicado el presidente Zapatero, que se una lo antes posible. Nos enfrentamos a dos grandes retos: ayudar a Libia en su reconstrucción e integrarla plenamente dentro de la región euro-mediterránea.

Su reconstrucción pasa por la restauración del orden público y del Estado de Derecho, su reconciliación nacional y la instauración de un régimen democrático. También implica su desarrollo socio-económico y la implicación de todos los actores en esta reconstrucción nacional.

La plena integración de Libia en el conjunto de la región mediterránea es una exigencia impuesta por naturaleza debido a su excelente situación geográfica privilegiada en el Magreb, en el sur y en el centro del Mediterráneo, por lo que Libia puede ser un actor decisivo dentro de las grandes redes mediterráneas de energía y transporte.

El Secretariado de la Unión por el Mediterráneo está decidido a aportar una contribución útil para así atender estos objetivos, en el mismo momento en que la Unión Europea revisa su política de vecindad. Del mismo modo, puede desempeñar un rol de puente cultural entre las dos costas del Mediterráneo.

Por lo tanto, yo y mi equipo estamos a disposición de las autoridades libias para acompañarles y apoyarles en su camino soberano para construir un Estado de Derecho dentro de un espacio mediterráneo estable y próspero.
